feat: web_search·ollama_web_search 폴백 체인 통일 + ollama_web_search 설명 정정

searchForSynthesis가 executeWebSearch에 위임하도록 재작성 — 두 툴이 동일한
6-provider 체인(searxng→ollama_cloud→tavily→google→brave→ddg→ddg_html) +
빈결과가드(21367ea) + 이벤트 보강을 공유. 이전엔 ollama_web_search가
searxng→ollama_cloud→ddg→ddg_html만 거치고 tavily/google/brave를 스킵하는
분리된 체인이었음(API 키가 없어 잠복 상태로 남아 있던 구멍).

적혀 있던 것을 실제 동작에 맞게 정정 — 코드가 먼저 폴백 체인으로 검색하고
Ollama chat API(config의 ollama.endpoint+model)는 요약만 담당. 모델은 검색을
직접 수행하거나 검색 여부를 결정하지 않음(환각 방지). 모델명처럼 변하는 값은
하드코딩하지 않고 config 참조로만 기술.
