v4.3.7: 죽은 레거시 orchestrator.ts 삭제

export {} 뿐인 빈 껍데기, 아무 곳에서도 참조 안 됨(reactor.ts +
orchestration/multi-agent.ts로 대체된 지 오래). 빌드/재시작 확인 완료.
